3.28. Eye in the Sky

It opens after you finish I Fought the Law..., and you can start as Franklin or Trevor. Trevor finds Chad Mulligan with the police helicopter's camera, and Franklin takes the Z-Type on the ground.

  • Meeting up
  • If you start as Trevor, tell the front desk at Mission Row Police Station that Devin sent you, then board the Police Maverick waiting on the roof.
  • If you start as Franklin, wait at the FIB lot and meet the helicopter Trevor is in.
  • A police pilot flies the helicopter, and Trevor only works the camera that reads the chip in a driver's license. First find Franklin, who is marked on the screen, and scan him.
  • Scanning suspects
  • In the first area in Hawick you scan four people, but Mulligan is not there. Mulligan is among the six who appear in the second area.
  • You can overhear people's conversations while you scan, so do not let them pass.
  • Follow Mulligan until you find the garage, and he drives off in the Z-Type. Do not lose the car on the camera, and tell Franklin where it is.
  • Searching the parking structure
  • When Mulligan hides in the parking structure, the camera switches to thermal. Zoom in on Franklin's heat signature first, then check the other signatures one by one.
  • Once you find Mulligan, you switch to Franklin. If you leave Mulligan alive, a theft report gives you a two-star wanted level, and if you kill him or knock him out, no report goes in.
  • Handoff at the airport
  • Bring the Z-Type to the hangar at Los Santos International Airport, where Devin and Molly are waiting. Devin welcomes it as one of only ten in the world, but says he will pay after you bring the rest of the cars.
  • Take one of the Tailgaters Molly points out and leave through the airport exit to finish.
  • Finishing it lists the Z-Type for sale at Legendary Motorsport.
  • Gold medal
  • Deliver the Z-Type undamaged
  • If you leave Mulligan alive, the police come too, so drive carefully. Franklin's special ability helps.
  • Overhear 3 conversations
  • Find Mulligan's hiding place on the first try
  • On the thermal view, the person farthest to the left is Mulligan.
  • Reasons for failure
  • A protagonist dies or is busted, the police are called, Franklin leaves the area, or you leave Trevor behind
  • Trevor draws a weapon at the police station, or he leaves the station
  • The helicopter is destroyed or damaged, the helicopter leaves the city, Trevor gets out of the helicopter, or the pilot dies
  • You lose the Z-Type, or the Z-Type is wrecked, destroyed, abandoned, or stuck
  • Devin dies or gets scared and leaves, you attack Devin's group, Devin's plane is wrecked, or you lead the police to Devin
